in august 2011 was under the tacit assumption that they would control the white house, so who cares about everything stacked against them? i think the main cause was obama ran an absolutely brilliant campaign. republicans had a very weak field, and mitt romney was the best of a very weak field, and he himself was an odd candidate, given after the financial crisis, a man essentially of wall street, and also a man who was -- an essential issue of the 2010 campaign where republicans have succeeded was obamacare, but he had passed something similar in massachusetts. he had two strikes against him which made it really difficult to win. >> i think obama won because republicans underestimated him, and they did it through a little self delusion that goes back to 2010 when they considered it to be a referendum on barack obama. it was not a referendum on barack obama. it was a referendum on the economy and the incumbent, but not barack obama the person. republicans thought it would be a slam-dunk in 2012, but what did they miss? they missed the fact that the turnout in 2010 was so far below what it

conference. >> well, if the senate manages to reach a compromise, the hope is that the house would follow. that's option one. the green one. option two is less certain. president obama reportedly challenged congressional leaders from both parties on friday to come up with a deal better than the one he proposed. the center piece of which is that the top marginal tax rate will increase for those earning $250,000 or more from 35% to 39.6%. that's only on the amount earned above that threshold. obama has told congress either they come up with something better or put his proposal to a vote. he's betting even those who hate the idea of a tax increase on the rich will hate causing america to go over the fiscal cliff even more. okay. option three. that's the red box. that's one where america goes over the fiscal cliff. jessica yellin is cnn's chief white house correspondent. peer into the crystal ball for us, jessica. which of these scenarios is most likely? >> well, ali, i think that after yesterday it's slightly more likely that there will be some sort of agreement. that doesn't mean that there

obama met with congressional leaders for several hours at the white house today to try to hammer out a deal before taxes go up on more than 160 million americans. after the meeting, the president presented a new plan to avoid the cliff and said he was modestly optimistic. >> we had a constructive meeting today. senators reid and mcconnell are discussing a potential agreement where we can get a bipartisan bill out of the senate over into the house and done in a timely fashion so that we met the december 31st deadline. given how things have been working in this town we have to actually wait and see until it actually happens. the one thing that the american people should not have to wait and see is some sort of action. so if we don't see an agreement between the two leaders in the senate, i expect a bill to go on the floor. and i have asked senator reid to do. this put a bill on the floor that makes sure that taxes on middle class families don't go up, that unemployment insurance is still available for 2 million people, and that lays the groundwork then for additional deficit reduction

[captions copyright national cable satellite corp. 2012] [captioning performed by national captioning institute] >> good afternoon, everybody. for the past couple of months, i have been working with leaders of both parties to try to forge an agreement that would grow our economy and shrink the deficit, a balanced plan that would cut spending in a responsible way but also ask wealthy americans to pay more and protect our middle-class and everyone striving to get into the middle class. i want to get this done. it is the right thing to do for our families, businesses, and our economy, but the hour for immediate action is here. it is now. we are at the point where in four days every american's tax rates are scheduled to go up by law. every americans' paychecks will get considerably smaller. that would be the wrong thing to do for our economy, it would be bad for middle-class families, and it wo

obama met with top congressional leaders here at the white house for about an hour on friday, he said look, if you can't come up with a plan that can pass through both chambers you should put, he said, his plan to a vote. that plan would include extending the bush era tax cuts for those making $250,000 or less. it would call for extending unemployment insurance benefits among other things. of course that $250,000 mark is a real problem for republicans. you heard luke just talk about that, the fact that many republicans don't want to increase taxes at all. so that is a real sticking point. but president obama saying he believes if his proposal were put to a vote in the senate and house it could get through. of course it would be a much bigger challenge in the house. he'd have to get almost all democrats to vote for it and about 30 republicans. the calculation right now, though, is that whatever proposal is put through the senate that essentially the house will be left holding the ball. so it would be up to them to decide what to do with it. that's something that president obama talked

a last-minute plan to avoid the fiscal cliff. president obama saying he is modestly optimistic that they can come up with a plan in time. on friday, president obama met with the four top congressional leaders here at the white house for about an hour. sources close to those talks say that the president gave lawmakers two options, either come up with a plan that can make it through both chambers or put his proposal up for a vote. under the president's plan, the bush-era tax cuts would be extended for those making $250,000 or less with rates allowed to raise on top income earners. it would also extend unemployment insurance benefits. president obama saying the time for action is now. >> the american people are not going to have any patience for a politically self-inflicted wound. ordinary folks, they do their jobs. they meet deadlines. they sit down, and they discuss things and then things happen. if there are disagreements, they sort through the disagreements. the notion that our elected leadership can't do the same thing is mind-boggling to them. it needs to stop. >> reporter:
